The master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the following ballast water management methods: Install and operate a ballast water management system (BWMS) that has been approved by the Coast Guard under 46 CFR part 162. The BWMS must be installed in accordance with § 151.2035(b) of this subpart. Following installation, the master, owner, operator, agent, or person in charge of the vessel subject to this subpart must properly maintain the BWMS in accordance with all manufacturer specifications. BWMS was reported inoperable.

Each vessel vapor connection flange must have a permanent stud projecting outward that has a 12.7 millimeter diameter and is at least 25.4 millimeters long. It must be located at the top of the flange face, midway between boltholes, and in line with thte bolthole pattern. PSCO observed all 12 vapor control sytem lines without the permanent studs projecting outward.
Condition: Improper Installation
Action required: 16 - Rectify deficiencies w/in 14 days
Resolved 16 March 2024
Resolution: Vessel sent class report attesting to the repairs.
