The ship cold not produce technical specifications for burn rates for main engine, auxiliary equipment, and boiler, which would be used for determining sufficient time for systems to be flushed of all fuel oils exceeding applicable sulfur content. No discharge into the sea shall contain chemicals or other substances in quantities or concentrations which are hazardous to the marine environment or chemicals or there substances introduced for the purpose of circumventing the conditions of discharge specified n this regulation. The air conditioning condensation holding tank is equipped with an oil content meter and pump that is piped into the over board discharge which is shared with the oily water separator, in accordance with shipboard technical drawings. the crew could not provide procedures on how the operation would be logged for pumping overboard the condensation. The condensation tank had no sounding logs and crew could not accurately provide sounding. MARPOL I / 15.8
