Ships shall meet the following requirements: The view of the sea surface from the conning position shall not be obscured by more than two ship lengths, or 500m, whichever is less, forward of the bow 10 10 degrees on either side under all conditions of draught, trim and deck cargo. PSCO observed ship's stability calculations were exceedded during transit to facility. The visibility calculation is currently exceeded by 55 meters. Vessel failed to notify USCG of hazardous stability condition.
Condition: Placed in Improper Service
Action required: 60 - Rectify deficiencies prior to movement
Resolved 10 March 2023
Resolution: Received, reviewed, and accepted class report. Class report stated that the ballast tank water was redistributed throughout the vessel to achieve a forward visibility within SOLAS requirements.
