The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation currently in effect for that vessel. MI found COD expired. 46 CFR 67.313

Every vessel equipped with an inflatable survival craft must have approved placards or other cards containing instructions for launching and inflating inflatable survival craft for the information of persons on board posted in conspicuous places by each inflatable survival craft. MI found no launching placard posted on the vessel. 46 CFR 185.518(a)

A suitable metal marine type strainer, meeting the requirements of the engine manufacturer, must be fitted in the fuel supply line in the engine compartment. Strainers must be leak free. Strainers must be the type of opening on top for cleaning screens...Fuel filters fitted with bowls of other than steel construction must be approved by the Commandant and be proctected from mechanical damage. Approval of bowls of other than steel construction will specify if a flame shield is required. MI observed flame shield missing from fuel filters in engine room. 46 CFR 182.455(b)(6)

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR Part 80. Per 47 CFR, vessel's Radiotelephony Certificate is expire. Vessel's owner must renew the certificate. 46 CFR 184.502

Fire fighting drills and training shall be logged or otherwise documented for review by the Coast Guard upon request. The drill entry shall include the following information: (1)Date of the drill and training; and (2)General Description of the drill scenario and training topics. Vessel was missing logs pertaining to fire fighting drills. Vessel owner and operator shall ensure that, moving forward, all required drills are properly entered into the vessel log. 46 CFR 185.524

Portable watertight containers for distress flares and smoke signals shall be of a bright color, and containers shall be clearly marked in legible contrasting letters at least 12.7 millimeters (0.5 inches) high: DISTRESS SIGNALS. MI observed that the portable watertight container for the distress flares was not properly labeled. Vessel owner rectified this deficiency in the presence of the attending MI. 46 CFR 185.614

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: For fixed-gas fire extinguishing systems, the inspections and tests required by Table 176.810(b) of this section, in addition to the tests required by 46 CFR 147.60 and 147.65. The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. If any of the equipment or records have not been properly maintained, a qualified servicing facility may be required to perform the required inspections, maintenance procedures, and hydrostatic pressure tests. Vessel was unable to provide service reports for their firefighting systems. Vessel must obtain satisfactory evidence of fire servicing to the satisfaction of the marine inspector. 46CFR176.181.810(b)(2)

he discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. Vessel fuel tank vent pipes were not installed with flame screens or flame arrestors. Vessel owner must install flame screens or arrestors, to the satisfaction of the Marine Inspector. 46CFR182.450(e)

Spanner wrenches must be provided where a 40 millimeter (1.5 inch) diameter fire hose is required by § 181.320(b). Vessel is missing two spanner wrenches. Supply spanner wrenches to each fire station to the satisfaction of the Marine Inspector. 46CFR181.310(d)

The master of the vessel shall ensure that: (a) Each EPIRB, other than an EPIRB in an inflatable liferaft, must be tested monthly. Vessel was found not testing EPIRB monthly. Vessel must test the EPIRB and document the test in their vessel logs, to the satisfaction of the Marine Inspector. 46CFR185.728(a)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (2) U.S. Coast Pilot or similar publication. Vessel has an outdated Coat Pilot. Update publication to the satisfaction of the Marine Inspector. 46CFR184.420(a)(3)

Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel is overdue for annual inspection. Complete inspection prior to carriage of passengers. 46 CFR 176.500(b)(1)

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Vessel has a Preventive Maintenance Plan (PMP) for sail rigging that does not include service life and maintenance schedules for standing rigging. Ensure updated PMP includes dates for mast unstepping, standing rigging replacement, and chain plate renewal. 46 CFR 182.200(a)

A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry six hand red flares and six hand orange smoke distress signals. Vessel's distress signals are expired. Vessel is restricted to limited runs 30 min away from the dock.

Annual Inspection. Your vessel must undergo an annual inspection within 3 months before or after each anniversary date. Vessel is overdue for 2022 ANNUAL INSPECTION. 46 CFR 176.500(1).

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspection of lifesaving equipment and systems, including Inspection of each inflatable buoyant apparatus to determine that it has been serviced. Vessel's IBA's require servicing

A vessel is inspected for compliance with the standards required by this subchapter. Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Vessel does not have a current Preventative Maintenance Plan in effect. Provide a PMP for the vessel in accordance with NVIC No. 02-16; Inspection Guidance for Sail Rigging and Masts on Inspected Sailing Vessels

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis in accordance with regulation. Selection of crewmembers for random chemical testing is not done using a scientifically based method. Operator must establish a scientifically based method for the selection of random chemical testing.

No marine employer shall engage or employ any individual to serve as a crewmember unless the individual passes a chemical test for dangerous drugs for that employer. Operator has not conducted pre-employment testing on any crewmembers. Marine employer must submit negative random test results or negative pre-employment test results on each applicable crewmember prior to carrying passengers for hire.

The OCMI may require a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine the vessel and its equipment are suitable for the service in which they are to be employed. Vessel does have a preventive maintenance plan (pmp) established for the care, upkeep, and maintenance of the sail rigging components and associated equipment. Operator must create a PMP in accordance with chapter II of NVIC 02-16 and submit to OCMI for review.

The minimum number of portable fire extinguishers required on a vessel must be acceptable to the Officer in Charge, Marine Inspection, but must not be fewer than the minimum number required by Table in 46CFR 181.500(b). Galley on vessel did not have a portable fire extinguisher. Operator must install a minimum of one 40-BC within or in the immediate vicinity of the galley.

All escape hatches and other emergency exits used as a means of escape must be marked on both sides in clearly legible letters at least 2 inches high "EMERGENCY EXIT, KEEP CLEAR". Two escape hatches leading out of below deck accomodation (one on port and one on starboard side) not marked

Provide Proof of Masters License.

Provide alcohol/drug testing supplies.

Once the stability calculations are completed and returned from MSC, Post/Provide Stability Letter on the Vessel.

Conduct Drills as required by the attending Marine Inspector during new to Zone exam.

Prove compliance with NVIC 02-16 INSPECTION GUIDANCE FOR SAIL RIGGING AND MASTS ON INSPECTED SAILING VESSELS to the satisfaction of Attending Marine Inspector. Item to be completed to the satisfaction of the receiving unit.

Once the sail rigging review is completed by MSC, Prove compliance with the sailing plan and have the local CG Inspections office update Routes and Conditions to reflect any listed limitations.
