Operational Readiness. Each launching and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. Vessel does not have life rafts installed. Provide life raft of adequate capacity prior to carrying passengers.

Each life jacket carried on a vessel on a coastwise route must have a life jacket light approved iaw 46 CFR 161.012. All life are either missing lights or they are expired. Vessels route is limited to lakes, bays, and sounds plus limited coastwise until rectified.

Each battery used in an item of lifesaving equipment must be replaced during the annual inspection if the expiry date has passed. The Ring Life Buoy light battery is expired. Vessel is limited to daytime operations only until rectified.

A vessel must either carry a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. The kit onboard is expired and missing required items.

Damaged starboard side window - Glass and other glazing material used in windows accessible to passengers and crew must be of material that will not break into dangerous fragments if fractured. The aft starboard side house window for the head is broken and has multiple sharp pieces protruding that could injure passengers.

A vessel must comply with the applicable requirements for any radio installations, including the requirements for installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. Each vessel that operates on the high seas must have on board a FCC Type Accepted Category 1, 408 MHz EPIRB, installed to automatically float free and activate. The EPIRB hydrostatic release is expired as of 04/2021. Replace hydrostatic release. 46CFR180.64

Conduct drills prior to carrying passengers.

Provide means of conducting alcohol testing, if greater than 2 hours from testing facility.

Mark location of fuel shutoff valves.

Remove or properly insulate, 02 dead end wires in port hull, 02 bare connectors found in STBD hull.

Repair cracks found in 02 port side deck hatches.

Each officer employed on any vessel subject to this subchapter must have his or her license or merchant mariner credential onboard and available for examination at all times when the vessel is operating. Provide evidence of valid MMC. 46 CFR 185.402

Marine employers shall establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels who: Occupy, or perform the duties and functions of, a position required by the vessel's Certificate of Inspection; or, Are specifically assigned the duties of warning, mustering, assembling, assisting, or controlling the movement of passengers during emergencies. Provide evidence of satisfactory drug and alcohol program. 46 CFR 16.230(a)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible; U.S. Coast Pilot or similar publication; Coast Guard Light List;Tide tables; and Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority. Provide evidence of up-to-date navigational publications and nautical charts. 46 CFR 184.420(a)

Each ship transporting more than six passengers for hire equipped with a radiotelephone station must carry a radio operator who meets the following requirements: the radio operator must hold a marine radio operator permit or higher class license. Provide evidence of valid FCC Marine Radio Operator Permit. 47 CFR 80.159(e)

The master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies that necessitate abandoning ship or the recovery of persons who have fallen overboard. The master shall conduct sufficient fire drills to make sure that each crew member is familiar with his or her duties in case of a fire. Complete satisfactory Fire Drill. 46 CFR 185.524(a)

Provide evidence of NOAA registration for EPIRB 47 CFR 80.1061

The master and crew of a vessel will be familiar with the contents of and have mounted at the operating station emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. 46 CFR 185.510 (a)
