There must be an installed or portable bilge pump for emergency dewatering. Any portable pump must have sufficient hose length and pumping capability. All installed bilge piping must have a check/foot valve in each bilge suction that prevents unintended backflooding through bilge piping. Vessels bilge system had the following deficiencies:
*The bilge suction in the engine room failed to operate.
*The bilge pick up in the fwd hold doesnt have the required strainer/foot/check valve.
*All piping should be properly labeled to ensure quick operation in the event of an emergency.

To stop the flow of fuel in the event of a fire or break in the fuel line, a remote fuel shutoff valve must be fitted on any fuel line that supplies fuel directly to a propulsion or generator prime mover. Vessel’s stern fuel tanks did not have a fuel shutoff installed to stop the flow of fuel from outside the space. Install a fuel shutoff for the stern fuel tanks before departure, within 90 days or when drydocked; whichever comes first.

This vessel is the only operating vessel in the fleet, and has not obtained a valid COI. The vessel shall be made available for a Coast Guard COI inspection within 90 days. If an inspection is not completed prior to this date, the action for this deficiency shall be changed to a 60(Rectify deficiencies prior to movement) and the vessel may no longer be permitted to operate.
