THE MARKS SHALL BE PLAINLY VISIBLE AND, IF NECESSARY, SPECIAL ARRANGEMENTS SHALL BE MADE FOR THIS PURPOSE. PSCO OBSERVED THE LOAD LINE ON THE PORT SIDE WAS NOT VISIBLY PAINTED.
