An existing vessel may be deemed by the OCMI to be in compliance with structural standards provided the structure of the vessel is not questioned by the OCMI. The vessels internal framing in way of the collision bulkhead showed wastage through most internal framing. Noted were signs that a bulkhead had been removed in the past using techniques which did not adopt good marine practices or current USCG guidance concerning repairs of steel hulls in commercial service. This space must be thoroughly surveyed to determine all questionable locations. Provide survey procedures and report, as well as repair procedures to the OCMI for review and approval. An attending marine inspector will need to approve all final repairs and observe satisfactory NDT prior to placing vessel back in service. If Naval Architect is consulted and missing bulkhead is found unnecessary please provide report for review by USCG Marine Safety Center before suitability can be determined.
