Resolution: PSCO's sampled all cargo tanks. All tanks less than 8% oxygen.

Segregated ballast systems: Provisions may be made for emergency discharge of ballast by means of connection to cargo pump through portable spool piece. It should be mounted in a conspicuous position in pumproom and a permanent notice restricting its use should be prominently displayed adjacent to it. During examination of the pumproom, PSCO could not ID spool piece. Upon further investigation, C/O stated vessel doesn't have one.
