A vessel not required to have a power driven fire pump must have at least three 2.5 gallon buckets with lanyards and words "FIRE BUCKET" labeled on them. Vessel missing 2 of the 3 required fire buckets. 46 CFR 181.610

On a vessel of at least 26 ft length, a visual and audible alarm must be provided at the op station to indicate a high water level in each of the following spaces. Stbd #3 and #4 audible/visual indicators inoperable. Repair/replace indicators for reinspection. 46 CFR 182.530

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant OCMI, except during an emergency. The OCMI may require an inspection and testing whenever a repair or alteration is undertaken. HARBOR HOPPER 2 suffered a mechanical loss of propulsion of both engines and suffered an explosion of the port side battery. Determine the cause of the mechanical failure, complete all necessary repairs, provide a report addressing the scope of work completed and provide any associated invoices/ receipts. Upon receipt of these documents, marine inspectors will schedule a follow-up exam to conduct sea trials on the HARBOR HOPPER 2. 46 CFR 176.700(a) 46 CFR 176.700(d)

A vessel must carry one floating waterlight, unless it is limited to daytime operation, in which case no floating waterlight is required. (1) Each floating waterlight must be approved in accordance with § 161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. Battery not installed in new floating light. 46 CFR 180.70

Oceans, coastwise, limited coastwise, and Great Lakes routes. A vessel on an oceans, coastwise, limited coastwise, or Great Lakes route must carry - (1) Six hand red flare distress signals approved in accordance with § 160.021 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.121; and (2) Six hand orange smoke distress signals approved in accordance with § 160.037 in subchapter Q of this chapter, or other standard specified by the Commandant. Vessel missing 6 flares. 46 CFR 180.68

On a vessel of at least 26 feet in length a visual and audible alarm must be provided at the operating station to indicate a high level alarm. Attending MI's noted that the starboard aft and second void from the bow on the starboard side had inoperable bilge high level alarms. Same compartments had inoperable bilge pumps. Prior to operations all bilge alarms shall be functional.46CFR182.530

A catamaran vessel must have bilge pumps for each hull. The bilge pumps for the starboard hull did not work. Prior to operations all bilge pumps shall be functional. Attending MI's witnessed succesful operation of 6 of 8 installed bilge pumps. 46CFR182.520

Flexible non metallic hoses must be complete with factory-assembled end fittings requiring no further adjustments of the fittings on the hose, and must comply with SAE J-1942. Attending MI's noted that the fuel supply hoses for both outboard engines are badly dry rotted and showing signs of rusting. Replace both hoses prior to the carriage of passengers. 46CFR182.720 (e)(1)

A vessel of 26 feet in length but not more than 65 feet, must carry a minimum of one life buoy or not less than 24". Attending MI noted that the grab line on the life buoy was wasted and missing. Replace the life buoy with a new USCG approved 24" diameter model. 46CFR180.7

At each initial and subsequent inspection for certification the owner or managing operator shall be prepared to test the steering systems of the vessel. Attending MI's noted that there was orange tape over a portion of the hydraulic hose to the port outboard engine. Remove tape to inspect the hose and replace hose if needed. 46CFR176.814

A fire hose with a nozzle must be attached to each fire hydrant at all times. Attending MI noted that the installed fire hose was weeping through the cloth. Replace hose with one of a good quality that will not leak. Old fire hose is to be destroyed. 46CFR181.320

46CFR181.300 (a) A self priming power driven fire pump must be installed on each vessel (ii) of not more than 65 feet in length that carries more than 49 passengers. Attending MI's on the Annual inspection on 23 June 2022 noted that only one of the two "Alternative Approved Fire Pumps" was providing pressure reducing overall output pressure by 50%.

Portable hand bilge pump would not take suction. Repair or replace portable hand bilge pump.

At each initial and subsequent inspection for certification the owner or managing operator shall be prepared to test the steering systems of the vessel and make them available for inspection to the extent necessary to determine that they are in suitable condition and fit for the service intended. Port engine hydraulic steering hose incurred friction damage rendering the hose unfit for service.
