The protection of the cargo tanks shall be achieved by a fixed inert gas system in accordance with the requirements of the Fire Safety Systems Code. The inert gas system shall be capable of delivering inert gas to the cargo tanks at a rate of at least 125% of the max rate of discharge. PSCO was unable to witness satisfactory operation of the #1 IG blower. #2 IG blower is operational as well as topping off IGG. PSCO witnessed the "low/low deck pressure" trip of the cargo pumps & local/remoted ESD trips of all 03 COPs. Captain has provided risk mitigation for the inoperable IG blower & flag surveyor has required the deficiency to be resolved prior to cargo discharge.
