46 CFR 182.455(b)(2) Shutoff valves, installed so as to close against the fuel flow, must be fitted in thte fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. - Fuel shut-off valves were starting to stick and need to be replaced.

46 CFR 180.70(b)(1) Each ring buoy on a vessel must be approved IAW 160.050 in subchapter Q of this chapter. - Retro-reflective material on ring buoy was worn and needs replacement.

46 CFR 176.808(c) Each item of lifesaving equipment with an expiration date on it must be replaced if the expiration date has passed. - Waterlight battery is required to be replaced every year based on manufacturer. Over a year has elapsed since replacement.

46 CFR 184.710 A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instruction. - Multiple items in first aid kit were expired.

Except as noted in paragraph (c) of this section, stations in the maritime service must be licensed by the FCC either individually or by fleet. Vessel does not have valid FCC station license onboard. 47 CFR 80.13(a)

An EAP training program must be conducted for the employer's crewmembers and supervisory personnel. The training program must include at least the following elements: the effects and consequences of drug and alcohol use on personal health, safety, and work environment; the manifestations and behavioral cues that may indicate drug and alcohol use and abuse; and documentation of training given to crewmembers and the employer's supervisory personnel. Supervisory personnel must receive at least 60 minutes of training. Vessel's supervisory personnel could not produce documentation proving they had received at least 60 minutes of training. 46 CFR 16.401(b)
