Each cargo tank of a tankship must be equipped with an intrinsically safe high-level alarm and a tank overfill alarm,. Vessel reported to Secor mobile tha the overfill and high level alarms fitted on the vessel work ntermittently and could not be relied upon. 46CFR39.2007(a)

Tankers shall be equipped with at least one portable instrument for measuring oxygen and one for measuring flammable vapor concentrations together with a sufficient set of spares. PSCO observed that vessel had one portable means of measuring flammable vapours. The vessel had been made aware 01AUG21 that 02 of the 03 RX 8700 meters were inoperable. 74 SOLAS(20) II-2/4.5.7.1
