Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum of one remote manual shutdown station, conspicuously marked, and located at the midpoint of such vessel, or 100 feet from the engine, whichever is the most practical. The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine (such as by cutting off the intake air). 46 CFR 32.50-35 MI observed representative was unable to demonstrate an effective means to stop the engine. Permanent repairs must be made prior to the carriage of cargo to the satisfaction of the Coast Guard Marine Inspector.

Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. Received a report of a collision with the barge CBC 303 which resulted in a 2' x 2" inset to the starboard side headlog. The vessel is permitted a one time discharge of cargo and to proceed to shipyard for repairs in Sector Houston-Galveston's OCMI zone. Vessel to enact permanent repairs to the headlog the satisfaction of the CG prior to cargo operations. 46 CFR 32.60-1(a)

Scantlings, material, and workmanship, subdivision of cargo spaces, fitting of cofferdams, and testing of tanks shall be at least equivalent to the requirements of the American Bureau of Shipping or other recognized classification society. During Annual vessel inspection, the inspector observed insets on the #2 port cargo tank above #5 port void forward hatch, #2 port cargo tank above #4 port void forward hatch, #1 port cargo tank between the forward and aft #2 port void, #1 port cargo tank above #1 port void forward hatch, #1 starboard cargo tank above #1 starboard void aft hatch and #2 starboard cargo tank in the middle of #5 starboard void behind ladder. The vessel is permitted a one time discharge of cargo and to proceed to shipyard for repairs in Sector Houston-Galveston's OCMI zone. Vessel is to enact permanent repairs to the cargo tank to the satisfaction of a CG Marine Inspector prior to cargo operations.

Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum of one remote manual shutdown station, conspicuously marked, and located at the midpoint of such vessel, or 100 feet from the engine, whichever is the more practical. The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine (such as by cutting off the intake air). Prime mover could not be started. Therefore, Marine Inspectors were unable to satisfactorily determine the proper function of an emergency means of stopping the prime mover engine. Enact permanent repairs to the satisfaction of the Coast Guard prior to 17APR2020. //46CFR32.50-35(a)
