Resolution: Company stated that the ship was using an outdated instruction on the frequency of inspections for their cargo securing devices. This outdated instruction was removed and replaced with the correct instruction per the companies procedures.

Port State Control Examiner discovered the vessel's transfer procedures stated the PIC must be in attendence of each transfer but did not designate the PIC by name or title. 50c 33CFR155.700
