Main and auxiliary machinery essential for the propulsion and safety of the ship shall be provided with effective means for its operation and control. The vessel reported a propulsion irregularity due to restriction of draught as reported by the attending technician. The vessel could not produce procedures for operation of Limit Cancel Switch in Engine Control Room. 74 SOLAS (20) II-1/31.1

Resolution: Sector New Orleans received class report, tech report, documentation of familiarization training with crew, and enacted procedures attesting to the rectification of this deficiency. All evidence has been attached in documents.

PSCO OBSERVED FIRE CONTROL PLAN ON THE VESSEL HAD ALL FIRE-FIGHTER'S OUTFIT LOCATED IN ONE SPACE.
