The inert gas system referred to in chapter II-2 of the convention shall be designed, constructed and tested to the satisfaction of the administration. PSCO observed water leaking from connection point of inert gas inlet and water scrubber interface. Conduct permanent repairs to satisfaction of certificate issuing authority prior to conducting cargo operations. 74 SOLAS (20) II-2/4.5.5.1.1 FSS Code Ch 15/2.1.2 a. c.

Every crude oil tanker of 20,000 tones deadweight and above shall be fitted with a cargo tank cleaning system using crude oil washing. The administration shall ensure that the system fully complies with the requirements of this regulation within one year after the tanker was first engaged in the trade of carrying crude oil or by the end of the third voyage carrying crude oil suitable for crude oil washing, which ever occurs later. PSCO observed that the administration has not noted if the effectiveness of the system has been checked. MARPOL Annex I/33.1 16 a. c.
