Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements: (1) Where the station power does not exceed 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a marine radio operator permit or higher class license. (2) Where the station power exceeds 250 watts carrier power or 1500 watts peak envelope power, the radio operator must hold a general radiotelephone operator license or higher class license. MI observed neither master of vessel nor deckhand have marine radio / general radiotelephone operator permit. Provide copies of marine radio operator permits to the attending USCG MI within 30 days (13DEC2025). 47 CFR 80.159

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. MI observed anchor light to be extinguished and port side navigation light to be damaged with no cover. Repair/replace anchor light and port navigation light to satisfaction of MI. Vessel is restricted to daylight hours only. 46CFR183.420

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Vessel's all around masthead/anchor light is inoperative. Operations restricted to daylight only and no operations during restricted visibility. 46 CFR 183.420

All operator licenses required by this subpart must be readily available for inspection. MI observed that both crewmembers present for the inspection were unable to produce their marine radio operator permits at the time of inspection. 47 CFR 80.175

Each vessel must be equipped with at least two operable portable battery lights. MI observed one portable light was inoperable. 46 CFR 183.430

Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10. MI observed no records of monthly fire extinguisher inspections. 46 CFR 176.810(b)(1)

Nothing in this subpart limits the marine inspector from conducting such tests or inspections he or she deems necessary to be assured of the vessel's seaworthiness. MI discovered that the vessel's previously approved Master's Only plan is outdated. Vessel shall not operate in the Master's Only capacity until updated plan has been reviewed by the local OCMI in accordance with MPS-WI-SECSP(spi)-13. 46 CFR 176.500(b)(1)(iv)

Vessel must undergo an annual inspection within 3 months before or after the anniversary date of their COI. Vessel is past the 3 month window on the COI. Vessel shall not carry passengers until MI issues renewal COI. 46 CFR 176.500(b)(1)

Each ring lifebuoy on a vessel must be approved in accordance with 46CFR160.050. Ring life buoy grab line wasted and holes discovered on buoy body. 46 CFR 180.70(b)

A vessel that is exposed to salt water more than three months in any twelve month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. Upon administrative review, MI discovered overdue Hull/ISE. 46 CFR 176.600(c)(1)

46CFR182.530(a) On a vessel of at least 7.9 meters (26 feet) in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces. Vessel's alarm does not have a working light.

47CFR80.103(b) When using DSC techniques, coast stations and ship stations must use maritime mobile service identities (MMSI) assigned by the Commission. MMSI on station does not match approved license.

A vessel must comply with the applicable requirements for any radio installations, including the requirements for a station license and installation certificates...Vessel currently does not have a FCC Station License and Safety Radio Cert. Vessel is restricted to NMT 1000 foot from shore.

A durable placard must be posted next to all radiotelephone installations with the emergency broadcast instructions...Vessel does not have a emergency broadcast placard.
