Before the ship leaves port and at all times during the voyage, all the life-saving appliances shall be in working order and ready for immediate use. PCSO found the rescue boat steering not operational. Crew was able to get manual steering at outboard engine to work. Steering from center console is still not operational due to steering rod being jammed. 74 SOLAS (20) III/20.2

Resolution: Vessel provided satisfactory evidence for full operation of the rescue boat's steering capabilities. Steering from the center console was made fully operational due to the replacement of the rescue boat's steering rod.

A master gas fuel valve that can be closed from within the machinery space should be provided within the cargo area. PSCO identified that the vessel had 04 mast gas valves (CG-19, CG-20, CG-21, and CG-23) aft of the cargo area; aft of the upper deck, and aft of the exhaust stack on sunken deck. These master gas valves are not provided with certified safe lighting fixtures, ventilation requirements from accomodation spaces, and deck water spray arrangements. 74 SOLAS (20) VII/13.1 93 IGC 16.3.7

Vessels must have thier safety relief valves set at a pressure equal to or greater than the vapor pressure of the cargo at 45 C yet not greater than the MARVS under 46 CFR 154.405. Durig exam, vessel was found with MARVS set at 0.7 bar guage which is their listed "in harbor" setting on the International Certificate of Fitness. The subchapter O endorsement requires MARVS of 0.25 bar guauge. 46 CFR 154.701 (a)
