After any survey of the ship under regulation 7, 8, 9, or 10 has been completted, no changes shall be made to the structural arrangement, machinery, equipment and other items covered by the survey, without sanction of the Administration. PSCO was informed by the vessel of a reduction of propulsion. Vessel's fuel supply line to the number one cylinder on the main engine was isolated due to a fuel leak on the high-pressure fuel delivery line.
