The vessel's Certificate of Inspection restricts the vessel from operating at speeds in excess of 14 knots due to its design calculations. There was a placard at the helm stating the cruising speed of the vessel is 4,000 RPMs or 22 MPH. This in conjunction with previous beaching operations that damaged the vessel's hull displays the vessel is being directed and controlled in an unsafe manner.
