A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. First aid kit missing a turnicut. Provide tourniquet.

Marine employers must establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels. Maritime Consortium shows all employees in "Pending" status. Provide updated Maritime Consortium list that shows employees are "In Full Compliance".

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date publications. Vessel is missing an Eldridge book, provide Eldridge book.

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. Starboard side ventilation closure for the engine compartment is broken. Repair to the satisfaction of the attending USCG Marine Inspector.

A vessel must comply with the applicable requirements for any radio, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician once every five years. No FCC Safety Radiotelephony Certificate was provided.

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date charts of large enough scale to make safe navigation possible. Onboard chart expired in 2016.

Portable watertight containers for distress flares and smoke signals shall be of a bright color, and containers shall be clearly marked in legible contrasting letters at least 12.7 millimeters (0.5 inches) high: “DISTRESS SIGNALS”. Place distress signals in the appropriate container.

The owner or managing operator must provide satisfactory evidence of the required servicing to the marine inspector. A tag issued by a qualified servicing organization, and attached to each extinguisher, may be accepted as evidence that the necessary maintenance procedures have been conducted. Fire extinguishers and pre-engineered fire suppression (Fire-Boy) are overdue for annual maintenance in accordance with NFPA 10. -Provide evidence of servicing prior to 01June2024 to the satisfaction of the Coast Guard Marine Inspector.

A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. -Properly label fire buckets to the satisfaction of the Coast Guard Marine Inspector.

The master of a vessel, except a vessel listed in 185.502(a) of this part, shall keep a correct, written count of all passengers that embark on and disembark from the vessel. Prior to departing on a voyage, the passenger count must be communicated verbally or in writing, and available ashore at the vessel's normal berthing location or with a representative of the owner or managing operator of the vessel. The passenger count shall be available to the Coast Guard upon request. -Provide a means to track passenger count and who the Coast Guard will contact in case of a emergency to obtain the count to the satisfaction of the Coast Guard Marine Inspector prior to 01JUNE2024.

Each manned ship of 26 feet or more in length must display garbage placard in prominent locations to be read by the crew and passengers. Vessel does not have a garbage placard.
