PSCO observed containment in steering gear room full of around 1/2in deep of hydraulic oil. Two areas of lagging on the main engine was heavily oiled and dripping when touched. Heavily oiled rags and combustible materials were stored in fuel purifying area, oily rags container was overflowing, and over two dozen bunker samples were stored in steering gear room.
Condition: Improper/Lack of Maintenance
Action required: 17 - Rectify deficiencies prior to departure
