On a vessel of at least 26 feet in length, a visual and audible alarm must be provided at the operating station to indicate a high water level in each of the following normally unmanned spaces:(1) A space with a through-hull fitting below the deepest load waterline, such as a lazarette;(2) A machinery space bilge, bilge well, shaft alley bilge, or other spaces subject to flooding from sea water piping within the space; and(3) A space with a non-watertight closure, such as a space with a non-watertight hatch on the main deck. High water alarm starboard side forward not operational. Provide operational high water alarm. 46 CFR 182.530

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Bilge pump indicators at helm not operational. Provide visual indicators for automatic bilge pumps. 46 CFR 182.530(c)

Vessels operated solely within 20 nautical miles of land must be equipped with a VHF-DSC radiotelephone installation meeting the requirements of § 80.1101(c)(2). VHF radio missing MMSI and LAT/LONG for DSC operation. Provide LA/LONG for DSC operation. 47 CFR 80.905

Exhaust blower switches must be located outside of any space required to be ventilated by this section, and must be of the type interlocked with the starting switch and the ignition switch so that the blowers are started before the engine starter motor circuit or the engine ignition is energized. Vessel did not have interlock for starting and ignition switch. Provide interlock with starting switch and the ignition switch for gasoline fuel tank space blowers. 46 CFR 182.460(e)

Vessel DAPI program and crew member enrollment was not onboard and made ready for the MI to inspect.

Vessel does not have adequate means to test crewmembers for alcohol and due to vessel activities, crew members cannot get to a testing facility within the allotted 2 hours. Provide test stripes and prove they are serviceable and onboard.

Vessel was outfitted and marked with incorrect amount of life jackets. Vessel needs 2 more life jackets to meet COI total carriage count for pax and crew. Prove to MI 2 more serviceable life jackets have been put into service. Update marking to reflect correct count.

Master must complete a FCC radio operator course. Master did have proof of his FCC radio operator permit for the inspection. Provide MI with copy of FCC operator permit.

The master shall conduct sufficient drill and give sufficient instructions to ensure that all crew members are familiar with their duties during and emergency. The crew did not show proficiency to the satisfaction of the CG Marine Inspector during the drill evaluation. Show proficiency of fire fighting, man overboard and abandon ship drills prior to carrying passengers.

IAW 47 CFR 80.59, vessels required to have a radio installation are required to have a Compulsory Ship Inspection and issued an FCC Safety Radiotelephony Certificate. The vessel has not been inspected or issued the appropriate document. Provide evidence of a satisfactory inspection.
