Ships shall be provided with arrangements, equipment and fittings of sufficient safe working load to enable the safe conduct of all towing and mooring operations associated with the normal operation of the ship. PSCDO was informed by ship and NOA that the mooring winch M2 is INOP. 74SOLAS(20)II-1/3-8.2
Action required: 17 - Rectify deficiencies prior to departure

Resolution: Rectified. #2 winch is operating adequately. BV closed open condition of class.
