IT MUST BE LOCATED AT THE TOP OF THE FLANGE FACE, MIDWAY BETWEEN BOLTHOLES, AND IN LINE WITH THE BOLTHOLE PATTERN. VESSEL VAPOUR CONNECTION FLANGE WAS MISSING THE PERMANENT STUD, THE STUD WAS REMOVED DUE TO INCORRECTLY INSTALLED FLANGE ON FACILITY LOADING ARM. ENSURE ALL VAPOR CONNECTION FLANGES HAVE PERMANENTLY AFFIXED STUDS. 46CFR39.2001(J) ; 40AC
