Every inflatable liferaft shall be serviced at intervals not exceeding 12 months. 74SOLAS(14)III/20.8.1.1 Vessel's inflatable liferafts were serviced in May of 2019, due to be serviced again in May of 2020. Flag state, Cyprus, issued letter on 04MAY20 postponing servicing not to exceed 31AUG20. Letter also stated "equipment should be serviced if the vessel calls at a convenient port with available authorized service stations." Vessel has called multiple times in port where liferafts can be serviced over past months. Vessel was also advised to get liferafts serviced as soon as possible by USCG inspectors during exam on 07JUL20.

Upon visiting the vessel, the PSCOs noticed a rupture on the main engine raw water cooling discharge piping (by way of flange). there were also areas of the raw water cooling piping that had visible wasted areas.
