Proplusion Loss on the Starbaord engine. Complete causal analysis and submit TPO report attesting to full engine capability.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emeergency conditions. 46 CFR 143.205(a) Vessel reported unstable voltage to the main engine and a surging sound. Vessel pushed ashore to have a tech investigate further. Prior to vessel returning to service, all repairs must be completed to the satisfaction of the USCG Marine Inspector and provided with a complete tech report attesting t the repairs.

Resolution: Received, reviewed and accepted the attached tech repot attesting to te completed repairs and satisfactory operation of the ecm and propulsion systems.
