When operating a vessel on a body of water where the discharge of treated or untreated sewage is prohibited the operator must secure each MSD in a manner which prevents discharge of sewage. The vessels MSD was not secured in any way.

Resolution: Vessel closed the overboard valve and removed the handle. Vessel does not intend to use the onboard toilet facility at any point.
