Nautical charts and nautical publications, such as sailing directions, lists of lights, notice to mariners, tide tables and all other nautical publications necessary for the intended voyage, shall be adequate and up to date. PSCO observed ECDIS that did not properly receive week 24 chart update.

The means of escape, including stairways and exits, shall be marked by lighting or photolumiescent strip indicators placed not more than 300 mm above the deck at all points of the escape route, including angles and intersections. The marking must enable passengers/crew to identify the routes of escape and readily identify the escape exits. Additionally, escape route signs and fire equipment location markings shall be of photoluminescent material or marked by lighting. PSCO observed 20 feet of low-location lighting blocked by electric wheelchairs in category 3 Deck 5 corridor forward of lecture room and 5 feet of photoluminscent tape blocked by an ATM outside of the financial room on Deck 4.

The following functional requirements shall be met: escape routes shall be maintained in a safe condition, clear of obstacles. The escape route from the gym was blocked by bikes. 74SOLAS(24)II-2/13.1.2

Safe escape routes shall be provided. Consultation Room A in Passenger Gym (Deck 16) is equipped with an equivalent level of safety for immediate notification for escape of the crew normally employed in the space. Portable radio devices used to comply with paragraph (a) of this section during the transfer fo flammable or combustible liquids must be intrinsically safe. PSCO observed non-intrinsically safe radios being using during active bunker operation. 33 CFR 155.785 (d), 10c 33 CFR 155.785(d) 10c

Where the contents and use of a space are such that there is a doubt as to its classification for the purpose of this regulation, or where it is possible to assign two or more classifications to a space, it shall be treated as a space within the relevant category having the most stringent boundary requirements. Aft Mooring Deck, deck 5, MVZ 6 is a dual category (10)(5) space where storage of combustibles is prohibited. PSCO observed storage of compressed gas O2 cylinders. 74 SOLAS 20 II-2/9.2.2.3.2.2, 10c

Escape doors from public spaces that are normally latched shall be fitted with a means of quick release. Such means shall consist of a door-latching mechanism incorporating a device that releases the latch upon the application of a force in the direction of escape flow. PSCO's observed thumb latch on secondary escape door on Deck 8 in Cavern Club. 74 SOLAS 20 II-2/13 3 2 6.2

07123 - Fire Protection systems and fire-fighting systems and appliances shall be maintained ready for use. PSCO observed 01 fire hoses on deck 06 fire zone 01 leaking near the nozzle. 74 SOLAS 20 II-2/14.1.1, 10c

Waste receptacles shall be constructed of non-combustible materials with no openings in the sides or bottom. Non-combustible waste receptacles were being used in the main galley, and backstage theater area amongst various other locations throughout the ship for garbage collection. 74SOLAS 20 II-2/4.4.2

Prior to being assigned shipboard duties on board passenger ships, seafarers shall have completed the training required by paragraphs 4 to 7 below IAW their capacity, duties and responsibilities. During abandon ship drill, PSCOs observed several stairway guides in the forward and aft passenger stairtowers who were unfamiliar with their duties and basic shipboard safety. STCW V/2.2

Doors and door frames in "B" class divisions...shall provide a method of closure which shall have resistance to fire equivalent to that of the divisions. Door B-06-1-001 IVO carpenters storeroom was misaligned allowing for a gap on the top, between the door and door frame. 74 SOLAS 20 II-2/9.4.1.2.1

PSCO Discovered multiple aft stairwell guides were unfamiliar with assembly station chart and were unable to guide passengers to assigned assembly stations. SOLAS 20 II-2/15.3.1 10.C

Fire doors shall be self-closing and be capable of closing with an angle of inclination of up to 3.5 degrees. PSCO discovered FSC 3-5-014 did not fully latch during closure. SOLAS 20 II-2/9.4.1.1.5, 10c

Launching appliances and area of water shall be adequately illuminated by lighting. PSCO discovered two embarkation lights on embarkation deck port side inoperable. SOLAS 20 III/16.7
