Each towing vessel must be designed, constructed, and maintained so as to suitable for its intended service and route. The vessel experienced a casualty to the port Z-drive after drawing in a towing line, resulting in a potential compromise to the propulsion system. This condition impacts the vessel's ability to safely perform its towing operations and renders it not suitable for its intended service. An underwater inspection report by a qualified commercial diver, detailing the extent of damage and confirming the clearance and integrity of the Z-drive and a successful operational/sea trial, to be witnessed by Coast Guard personnel, demonstrating full functionality of the propulsion system.
