Tankers shall be equipped with at least one portable instrument for measuring oxygen and one for measuring flammable vapor concentrations, or together with a sufficient set of spares. Suitable means shall be provided for the calibration of such instruments. The vessels portable gas detector is not operable and is unable to be calibrated. The vessel also does not have a set of spares. SOLAS 20 II-2/4.5.7.1

If a vessel's installed Ballast Water Management System (BWMS) stops operating properly, the person directing the movement of the vessel must ensure that the problem is reported to the nearest Captain of the Port or District Commander as soon as practicable. The vessel's BWMS was not working during its port call to St. Croix, USVI on 27July, 2022 and the problem was not reported to the COTP or district commander. The vessel discharged approximately 692 cubic meters of untreated ballast into U.S Waters.
