Essential systems or equipment must be regularly tested and examined in accordance with manufacturer's instructions. Each towing vessel must perform the applicable tests in Table 143.245(b). Alarm set points for low lube oil and high cooling water temperature in main engines/generators was not completed within the required periodicity of twice every five years with no more than three years elapsing since the last test.

Each towing vessel must have a means to monitor and control the amount of thrust, rudder angle, and (if applicable) direction of thrust, at each operating station. Vessel steering pump tripped off-line losing steering control. Troubleshoot and repair steering system. Provide tech report to Marine Inspector.
