The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull... Upon loss of throttle control, vessel reported that they had minor contact w/ sea wall. Prior to conducting sea trials, MIs must inspect affected void spaces. 46 CFR 177.100 (a)

Resolution: MI observed structural members in the laz. Hull and structural members did not appear to be compromised from incident. Watertight integrity maintained.
