Each vessel certificated to operate on an oceans route in warm water must either: (1) Be provided with inflatable buoyant apparatus of an aggregate capacity that will accommodate at least 67% of the total number of persons permitted on board; or (2) Be provided with life floats of an aggregate capacity that will accommodate at least 100% of the total number of persons permitted on board. The life float exterior, grab lines, grab line and interior netting connection points, and paddles are dry rotted and cracking. The life float and paddles are not in serviceable condition and must be replaced. The vessel is limited to not more than three (3) miles from land and not more than twenty (20) miles from a harbor of safe refuge until rectified. 46CFR180.202(b)
