All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except a vessel of more than 65 feet in length must also have navigation lights that meet UL 1104, or other standard specified by the Commandant. Vessel all around mast head light and stern light were found inoperable. Repair or replace to the satisfaction of the attending marine inspector. 46 CFR 183.420

All alcohol testing devices used to meet the requirements of this part must be currently listed on either the Conforming Products List (CPL) titled “Model Specifications for Devices To Measure Breath Alcohol” or “Conforming Products List of Screening Devices To Measure Alcohol in Bodily Fluids,” which are published periodically in the Federal Register by National Highway Traffic Safety Administration (NHTSA). Vessel's testing equipment not on NHTSA list. Replace with list approved test kits.

Each circuit breaker must meet UL489.. or other standard specified by the Commandant, and be of the manually reset type... Breakers found in the sound system do not have UL489 rating (labeled as JL Audio 50 Amp and EGIS 250). Replace with appropriately rated breakers.

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment... under all practicable conditions. Sewage space bilge manifold suction line non operable. Make operable and prove proper operation to the satisfaction of the attending marine inspector by January 6, 2025. Vessel's passenger carriage is reduced to 49 until resolved to the satisfaction of the attending marine inspector.

A pre-engineered fixed as fire extinguishing system must... [b]e installed in accordance with the manufacturer's instructions. Port side, aft bulkhead through fittings running into the lazarette not fully plugged compromising the integrity of bulkhead vapor barrier. Repair to restore integrity of the vapor barrier in accordance installed suppression system's manufacturer instructions to the satisfaction of the attending marine inspector.

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. Fuses in the sound system wiring are of the blade type. Replace blade type fuses to approved cartridge type to the satisfaction of the attending marine inspector.

A vessel is inspected for compliance with the standards required by this subchapter. Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Unused damaged wiring in the steering gear space overhead from prior repair. Remove fully to the satisfaction of the attending marine inspector.

Connections must be made to battery terminals with permanent type connectors. Battery connections made with wing nuts on port side starter battery. Replace with permanent type bolts to the satisfaction of the attending marine inspector.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of machinery, fuel, and piping systems, including the following: Operational test and inspection of engine control mechanisms including primary and alternate means of starting machinery. The port engine operating station primary starting circuit failed. Vessel does not have an OCMI approved alternate means of starting the port engine. Repair port engine primary starting circuit and prove proper operation in the presence of the attending Coast Guard marine inspector. 46 CFR 176.904(b)

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] sound system electrical cable was changed with the new circuit breaker panel installations. Provide: 1) Elementary one-line diagram of the power system for sound system; 2) Electrical voltage drop analysis as per 46 CFR 183.340(p) and; 3) Bill of materials. To the satisfaction of the attending Marine Inspector. 46 CFR 176.700

Vessel required to have one 24" ring lifebuoy fitted with 60' lifeline. Ring lifebouy did not have 60' lifeline attached. Provide proper arrangement of ring lifebuoy and lifeline. 46 CFR 180.70(C)(2)

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Vessel's life ring buoy is worn. Replace life ring buoy. 46 CFR 176.808(b)

Except as provided in paragraph (c) of this section, each vessel must comply with the Type II subdivision and damage stability requirements of §§ 171.070 through 171.073 and 171.080 of this chapter if it carries more than 49 passengers. Identified 0.5" diameter hole in forward peak hull, port side. Seal hole. 46 CFR 179.212(a)(2)

Each vessel that operates on the high seas, or that operates beyond 3 miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessel's hydrostatic release mechanism is expired an shall be replaced. 46 CFR 180.64

Each ship transporting more that six passengers for hire equipped with a radiotelephone station must carry a radio operator who: holds a marine radio operator permit or higher class license. Master's radio operator permit was not onboard. Provide radio operator permit. 47 CFR 80.158 (e)

A person may not employ or engage an individual in a position required to hold an MMC unless that individual maintains a current medical certificate. Master did not have medical certificate card onboard. Provide medical certificate card. 46 CFR 15.401(c)

Pre-engineered fixed gas fire extinguishing systems must be installed in accordance with the manufacturer's instructions. Watertight bulkhead #4 has a cable/electrical penetration that is not properly sealed allowing for the escape of extinguishing agent from the machinery space.

A penetration in a watertight bulkhead must be high and as far inboard as practicable, and made watertight. 04 penetrations in the #3 watertight bulkhead are not watertight.

The number and sizes of life jackets shall be clearly legible on each stowage location. Life jacket size and number are not marked on the stowage location.

A vessel must be fitted with ground tackle and mooring lines necessary for the vessel to be safely anchored or moored. Vessels anchor not installed. 46 CFR 184.300

On a vessel on which the number of passengers permitted on upper decks is limited by stability criteria, the maximum number of passengers allowed on an upper deck must be indicated by a durable marking of at least 1 inch numbers and letters at the entranceway to that deck. Number of passengers permitted on bow limited by stability letter. Place proper marking at each entrance to bow. 46 CFR 185.602 (g)

The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Vessels emergency instructions for fire missing. 46 CFR 185.510 (a)

A vessel must be fitted with a FCC type accepted general marine radar system for surface navigation with a radar screen mounted at the primary operation station if: The vessel is self-propelled, the vessel has an oceans, coastwise, limited coastwise, or great lakes rout and the vessel carries more than 49 passengers. Vessel does not have a radar and is self propelled, has a limited coastwise route and carries 53 passengers. Vessel limited to 49 passengers until radar is installed. 46 CFR 184.404 (a)

Vessel's certificate of inspection must be posted under glass or other suitable transparent material such that all pages are visible and readily available for use by the crew and display to passengers and others on request. Post COI and all other documents. 46 CFR 176.302

When operating a vessel on a body of water where the discharge of untreated sewage is prohibited, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods include - (1) closing each valve and removing the handle; (2) padlocking each valve in the closed position; (3) Using a non-releasable wire tie to hold each valve in the closed position. Vessel has type III MSD system and system was not secured to prevent discharge. 33 CFR 159.7 (c)
