As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (2) U.S. Coast Pilot or similar publication;(3) Coast Guard Light List;(4) Tide tables. Listed publications are out of date. 46CFR184.420

Each battery must be located as high above the bilge as practicable, secured to protect against shifting with the roll and pitch of the vessel, and free from exposure to water splash or spray. Center propulsion engines batteries are not secured with a strap. 46CFR183.350(b)

All cable and wire must:(3) Be protected from the weather; Wiring on stbd batter bank terminal is exposed and not protected by insulation. 46CFR183.352

All escape hatches and other emergency exits used as means of escape must be marked on both sides in clearly legible letters at least 50 millimeters (2 inches) high: “EMERGENCY EXIT, KEEP CLEAR”, unless such markings are deemed unnecessary by the cognizant [name withheld] emergency exit lettering is not clearly visible. 46CFR185.606

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. Operator reported a turbo failure on the main engine. Complete full repairs, and conduct sea trail with MI present. 46CFR182.200, 701 c

The owner, managing operator, or a qualified servicing facility as applicable must conduct the following inspections and tests: Portable and semi-portable extinguishers must be inspected and maintained in accordance with NFPA 10. The vessel is required to have three portable fire extinguishers on board. During the inspection it was discovered that one of the required portable fire extinguishers was last serviced in April of 2022. Operator shall test or replace out of date portable fire extinguisher in accordance with NFPA 10 prior to carrying passengers.

Each vessel that relies on electricity to power the following loads must be arranged so that the loads can be energized from two sources of electricity: (i) The vital systems listed in § 182.710 of this chapter; (ii) Interior lighting except for decorative lights; (iii) Communication systems including a public address system required under § 184.610 of this chapter; and (iv) Navigation equipment and lights. Both batteries that powered the house and other electrical systems were not holding a charge and could not power the automatic bilge pump or radios. The operator would have to start the MDE's and use the power that was being provided by the alternator to power the the electrical systems. Batteries shall be replaced with prior to carrying passengers

The Coast Guard Light list and U.S. Coast Pilot that were being carried on board were from 2022. Vessel is required to keep up to date nautical publications on board. Vessel operator shall provide vessel with Coast Guard Light List and U.S. Coast Pilot for calendar year 2023.

Machinery installed on each vessel must be suitable for the vessel and its operation for the purpose intended. The center main diesel engines sea valve was left closed while underway causing heat damage to the engine and exhaust. Repair the same to the satisfaction of the attending CG Marine Inspector. 46 CFR 182.100

Prior to the carriage of passengers make vessel available to the local Marine Inspector in order to verify that the electrical installation is installed IAW approved plans.

Prior to the carriage of passengers demonstrate to the local Marine Inspector that the Captain and crew posses the appropriate licensing and credentials for the vessel's intended route and service.

Prior to operation demonstrate satisfactory ground tackle for the intended route and service to the satisfaction of the attending Marine Inspector.

Prior to operation, demonstrate compliance, to the satisfaction of the attending marine Inspector with USCG Drug and Alcohol regulations.

Prior to operation, to the satisfaction of the local Marine Inspector, demonstrate compliance with applicable FCC regulations.

Prior to the carriage of passengers conduct fire fighting, man-overboard and abandon ship drills to the satisfaction of the local Marine Inspector.

Prior to operation on the high seas, install an EPIRB in compliance with applicable regulations. Have the installation verified by the local marine Inspector.

Post, in a conspicuous place, to the satisfaction of the local marine Inspector, life jacket donning instructions.

Stow Children's PFDs in a marked space, separated from the adult PFDs. Have local Marine Inspector verify installation.

Prior to carrying passengers develop and post ship/operation specific emergency instructions to the satisfaction of the local Marine Inspector.

Prior to operation, to the satisfaction of the local Marine Inspector, place into service visual distress signals appropriate for the route on which the vessel intends to operate.

Prior to the carriage of passengers demonstrate the proper number and types of charts carried onboard to the satisfaction of the local Marine Inspector.

To the satisfaction of the local Marine Inspector, place into service a first-aid kit which contains the contents described in 46CFR184.710.
