Emergency escape hatch was not operable from inside the engine room. The handle on the inside did not provide enough leverage for one person to open. Crew worked the handle from the outside and installed with reasonable tightness. Did NOT issue 835; previous inspection of another of fleet's vessels revealed same def. Special note added due to service of vessel and likelihood of seizure again. 46CFR177.500
