A vessel not required to have a power driven fire pump by § 181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets, with an attached lanyard satisfactory to the cognizant OCMI, placed so as to be easily available during an emergency. The words “FIRE BUCKET” must be stenciled in a contrasting color on each bucket. 46 CFR 181.610 Vessel did not have three 2 1/2 gallon buckets labeled with lanyards.

A vessel must carry one floating waterlight,... (2) Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy.(3) Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. Vessel life ring bouy lanyard line was over 6 ft and not attached with a clip. 46 CFR 180.70(d)

A vessel with installed toilet facilities must have a marine sanitation device that complies with 33 CFR part 159... When operating a vessel on a body of water where the discharge of untreated sewage is prohibited by the Environmental Protection Agency under 40 CFR 140.3, the operator must secure each Type III device in a manner which prevents discharge of sewage. Acceptable methods of securing the device include—(1) Closing each valve leading to an overboard discharge and removing the handle;(2) Padlocking each valve leading to an overboard discharge in the closed position; or(3) Using a non-releasable wire-tie to hold each valve leading to an overboard discharge in the closed position. Vessel did not have any mechanism to lock overboard discharge. 33 CFR 159.7 (c)

The master or person in charge of a ship, including a drilling rig or platform, to which this section applies shall ensure that one or more placards meeting the requirements of this section are displayed in prominent locations and in sufficient numbers so that they can be read by the crew and passengers.... No garbage placards were present. 33 CFR 151.59

To maintain a valid Certificate of Inspection, (a) The owner or managing operator shall make the vessel available for drydock examinations, internal structural examinations, ... required by this section. (c)(1) A vessel that is exposed to salt water more than three months in any 12 month period since the last examination must undergo a drydock examination and an internal structural at least once every two years. This vessel is overdue for its drydock and internal structural exam. Vessel cannot operate until completion of this exam and a renewal COI exam is successfully completed. 46 CFR 176.600

An adult life jacket must be provided for each person carried on board a vessel. Obtain 51 adult life jackets. 46 CFR 180.71

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Accurately mark the number of children and adult life jackets per stowage area. 46 CFR 185.604(f)

Each floating waterlight installed after March 11, 1997, on a vessel carrying only one ring buoy, must be attached to the lanyard with a corrosion-resistant clip. Corroded clip did not allow for attachment to the life bouy, repair or replace clip. 46 CFR 180.70(d)3

Each officer employed on any vessel subject to this subchapter must have his or her license or merchant mariner credential onboard and available for examination at all times when the vessel is operating. 46 CFR 185.402

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Red navigation light to be replaced. 46 CFR 183.420

Each operator shall keep the following records... MIS annual report data shall be maintained for a minimum of five years. Obtain MIS report and keep on board vessel for inspection. 46 CFR 16.500

To maintain a valid Certificate of Inspection, you must complete your annual inspection within the periods specified in 176.500(b)(1) [annual inspection within 3 months before or after each anniversary date] and your Certificate of Inspection must be endorsed. Vessel is outside of three month window for Inspection and is not permitted to operate until annual inspection has been completed. 46CFR176.502
