Where the contents and use of a space are such that there is a doubt as to its classification for the purpose of this regulation, or where it is possible to assign two or more classifications to a space, it shall be treated as a space within the relevant category having the most stringent boundary requirements. PSCO observed storage of combustible material behind the linings in the La Veranda dining room as well as in the electrical locker behind fire door 10.2.12 on Deck 10, Zone 2, Frame 172. Furniture in stairway enclosures shall be limited to seating. It shall be fixed, limited to six seats on each deck in each stairway enclosures, be of restricted fire risk determined in accordance with the Fire Test Procedures Code, and shall not restrict the passenger escape route. Decorative flower or plant arrangements, statues or other objects of art such as paintings and tapestries in corridors and stairways may be permitted in corridors provided they are fixed and do not restrict the width of the escape routes. PSCO observed wheelchairs in the forward crew stairway on Deck 12 as well as tables, display signs and chairs in the passenger stairway on Deck 11, forward of the La Veranda dining room. If the ship is fitted with marine evacuation systems, every system member shall, as far as practical, be further trained by participation in a full deployment of a similar system into water, at intervals of not longer than two years, but in no case longer than three years. Vessel could not provide training records of system member deployment exercises. 74 SOLAS (20) III/19.3.4.8 15ac

The construction of doors and door frames in 'A' class divisions, with the means of securing them when closed, shall provide resistance to fire as well as to the passage of smoke and flame equivalent to that of the bulkheads in which the doors are situated. PSCO observed 'A' class fire door leading from the engine room to an escape trunk was missing striker plate, and door frame was not capable of maintaining fire integrity. 74 SOLAS (20) II-1/9.4.1.1.2 50ac

The company should establish procedures, plans and instructions, including checklists as appropriate, for key shipboard operations concerning the safety of the personnel, ship and protection of the environment. Spaces are classified according to their fire risks as shown in category (1) to (14). Electrical locker 8.2.14, 8.3.04a, and 7.3.04 are a category space (10) space where storage of combustible is prohibited. Fire doors in main vertical zone bulkheads, galley boundaries and stairway enclosures, the approximate time of closure for hinged fire doors shall be no more than 40s and no less than 10s from the beginning of their movement. PSCO observed door 8.1.02, 3.2.27, 3.3.27 did not close properly. Additionally double leaf door 3.4.32 closed in the opposite order, hence did not secure properly. 74 SOLAS (20) II-2/9.4.1.1.5.2 10c

Non-hazardous safety equipment may be stored in non-combustible lockers with stairways (Category 2). Several combustible materials (muster equipment and muster labels) were found in stairway.

Escape doors from public spaces shall not be equipped with any locking device, set screw or other arrangement that prevents the release of the latch when pressure is applied to the releasing device. Deck 5, decorative doors have locking pins installed, restricting means of egress.
