A life preserver must be of such construction, material and workmanship that it can perform its intended function in all weathers and at all temperatures which may be expected in the normal usage of the life preserver. MI observed 04 life jackets unservicable due to the flotation being deteriorated inside. Replace life jackets to the satisfaction of USCG MI. Vessel is restricted to the carriage of 12 max persons.

The vessel did not have a first-aid kit onboard at time of inspection.
