Means shall be provided to control leaks of flammable liquids. PSCO observed excessive fuel oil accumulation under the cover of the #2 generator. The source of the fuel was reported by the the crew to be leaks due to bad "o" rings which the crew has ordered and are currently on board. In addition the vessel crew was storing fuel oil to clean equipment in a metal drum in the purifier room. 74 SOLAS(20) II-2/4.1 40ac

The condition of the ship and its equipment shall be maintained to confrom with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. The No. 1 and No. 2 G/E LO's display unit was generating random symbols which has been an indication of a failure programable logic controller.
