The Master, owner, operator, agent, or person in charge of a vessel equipped with ballast tanks that operate in the waters of the United States must employ one of the following methods: Install and operate a ballast water management system that has been approved by the Coast Guard. Following installation, the Master, owner, operator, agent, or person in charge of the vessel subject to this subpart must properly maintain the BWMS in accordance with all manufacturer specifications. The Coast Guard approved BWMS must meet the applicable ballast water discharge standard (BWDS) found in 151.2030 of this subpart at all times of discharge into the waters of the United States. The vessel's BWMS was reported to be inoperable by the vessel's master.

All the steering gear components shall be of sound and reliable construction to the satisfaction of the Administration. During steering gear test, PSCO identified steering gear drifts on both seering pumps in local and NFU mode, and emergency steering. Steering gear drifts were at a rate of one degree every ten to twenty seconds.
Condition: Invalid
Action required: 17 - Rectify deficiencies prior to departure

Resolution: Received Class report attesting to proper repairs.
