Such certificates, if valid, shall be accepted unless there are clear grounds for believing that the condition of the ship or of its equipment does not correspond substantially with the particulars of any of the certificates or that the ship and its equipment are not in compliance with the provisions of regulations 11(a) and (b). The ships construction and equipment do not correspond substantially with applicable regulations due to the damage sustained during the vessels allision with the [name withheld] Key Bridge in the Port of Baltimore, MD on 26 MARCH 2024. Vessel departed the US on short term statutory certificates, with full term certificates to be issued upon completion of repairs.

PSCO observed the following during an in-service exam: port side life rafts permanently secured to the bracket not able to float free, port side forward life buoy cracked exposing inner material, starboard side forward life buoy did not have required attached buoyant lifeline.
