Snorkel guides are employed as crew and preform safety sensitive duties, but no proof of pre-employment test or enrollment a random testing program could be provided. Snorkel guides to provide satisfactory evidence that they have: 1) Passed a chemical test for dangerous drugs, required by this part, within the previous six months with no subsequent positive drug tests during the remainder of the six-month period; (2) During the previous 185 days been subject to a random testing program required by § 16.230 for at least 60 days and did not fail or refuse to participate in a chemical test for dangerous drugs required by this part; 3) Enroll them in company drug program and provide a pre-employment test result; or 4) Provide satisfactory evidence that they are enrolled in a random drug program administered by a disinterested third party and provide a pre-employment test result, to the satisfaction of the attending Marine Inspector by March 19 2025. 46 CFR 16.210

Except as allowed by paragraph (e) of this section, each vessel certificated to operate on a limited coastwise route in warm water must be provided with life floats of an aggregate capacity that will accommodate at least 50% of the total number of persons permitted on board. Vessel primary life saving is a [name withheld] apparatus rectangular with net platform. 1) Provide a life float in accordance with the regulation; 2) Request a special consideration in accordance with 46 CFR 175.5503; or 3) Permanently reduce the vessels COI route permitted to no more than 3 miles from shore. Vessel route reduce to no more than 3 miles from shore until resolved to the satisfaction of the attending Marine Inspector by March 28, 2024. 46 CFR 180.205(c)

The float-free link required by § 180.130(a)(1) must be certified to meet § 160.073 in subchapter Q of this chapter, or other standard specified by the Commandant. The float-free link was not certified. Replace with a Certified float-free link meeting § 160.073 in subchapter Q of this chapter. Vessel route reduce to no more than 3 miles from shore until resolved to the satisfaction of the attending Marine Inspector by March 28, 2024. 46 CFR 180.137(b)(1)

The float-free link required by § 180.130(a)(1) must be secured to the painter at one end and to the vessel on the other end. Each life float must be fitted with a lifeline, pendants, two paddles, a painter, and a light. Light missing. Provide a floating water light approved under approval series 161.010 or other standard specified by the Commandant. The floating water light must be attached around the body of the life float or buoyant apparatus by a 10 mm (3/8 inch) lanyard, resistant to deterioration from ultraviolet light, and at least 5.5 meters (18 feet) in length. Vessel route reduce to no more than 3 miles from shore until resolved to the satisfaction of the attending Marine Inspector. 46 CFR 180.175(d) and 46 CFR 180.175(f)(4)

Equipment specifications for life floats and buoyant apparatus. The equipment required for life floats and buoyant apparatus must meet the following specifications: each paddle must be of at least 1,220 millimeters (4 feet) in length, lashed to the life float to which it belongs and buoyant. Paddles were less than 4 feet in length. Replace with the correct length and be buoyant. Vessel route reduce to no more than 3 miles from shore until resolved to the satisfaction of the attending Marine Inspector by March 28, 2025. 46 CFR 180.175(f)(2)

The number of persons capacity must be marked or painted in clearly legible letters and numbers on each life float and buoyant apparatus. This number must: (1) Be the number of persons the device is equipped for; and (2) Not be greater than the number of persons the device is approved for as shown on its nameplate. Person capacity not marked or painted on apparatus. Mark or paint person capacity on the apparatus to the satisfaction of the attending Marine Inspector by March 28, 2025. 46 CFR 185.604(e)

Exhaust blower switches must be located outside of any space required to be ventilated by this section and must be of the type interlocked with the starting switch and the ignition switch so that the blowers are started before the engine starter motor circuit, or the engine ignition is energized. A red warning sign at the switch must state that the blowers must be operated prior to starting the engines for the time sufficient to ensure at least one complete change of air in the space served. Exhaust blower switch located at the operating console is not interlocked with the starting switch and the ignition switch. Interlock the exhaust blower switch with starting switch and the ignition switch to the satisfaction of the attending Marine Inspector. 46 CFR 182.460(e)

An operation and maintenance manual for the flammable vapor detection system must be kept onboard. No operation and maintenance manual for the flammable vapor detection was onboard. Place onboard the operation and maintenance manual for the flammable vapor detection to the satisfaction of the attending Marine Inspector. 46 CFR 182.480(h)

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Safety Radiotelephony Certificate expired. Provide a valid Safety Radiotelephony Certificate to the satisfaction of the attending Marine Inspector. 46 CFR 184.502

Nonmetallic piping must not be used in gasoline or diesel fuel systems. However, these parts are needed to comply with EPA emissions requirements for gasoline fuel systems, as such we find the use of these components to be acceptable provided, they are certified by the EPA. Starboard fuel fill cap was not part of the Perko deck fill, part number 0661G00CHREPA and EPA certified. Provide the correct Perko certified EPA fill cap to the satisfaction of the attending Marine Inspector. 46 CFR 182.720(c)

Fuses must be of the cartridge type only and be listed by Underwriters Laboratories or another independent laboratory recognized by the Commandant. There is one automotive blade type fuse under the operating console for the NEMA electronics. The Blue Seas ML-RBS remote battery switches have one automotive blade type fuse in the port electrical space and two automotive blade type fuses in the starboard electrical space. Replace with a UL cartridge type fuse of the same ampere rating to the satisfaction of the attending Marine Inspector. 46 CFR 183.380(i)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible; (2) U.S. Coast Pilot or similar publication; (3) Coast Guard Light List; (4) Tide tables; and (5) Current tables, or a river current publication issued by the U.S. Army Corps of Engineers or a river authority. Extracts from the publications listed above for the areas to be transited may be provided instead of the complete publication. U.S. Coast Pilot [name withheld] List were not current editions. Also, the tide tables were not onboard. Company’s drug policy was not onboard vessel. Place a signed copy of the company’s drug policy on board vessel to the satisfaction of the attending Marine Inspector.

A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection. Vessel's COI expired on 28FEB25 and is no longer valid.

The following spaces must be equipped with a fixed gas fire extinguishing system in compliance with 181.410: A space containing propulsion machinery. Fireboy for port and stbd fuel tank space inoperable. Deficiency cleared prior to completion of inspection. 46 CFR 181.400 (a)(1)

Each vessel that operates on the high seas, or that operates beyond three miles from the coastline of the Great Lakes, must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. The vessels EPIRB registration has expired. 46 CFR 180.64

A vessel not required to have a power driven fire pump by 181.300 must have at least three 2 1/2 gallon buckets, with an attached lanyard satisfactory to the cognizant [name withheld] attached to buckets inadequate in length. Replace with longer lanyards in order to retrieve water from over the side of the vessel. 46 CFR 181.610

Connections must be made to the battery terminals with permanent type connectors. Connections on batteries made with non permanent connectors. 46 CFR 183.350 (d)

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. Ventilation duct closures were not readily available, provide readily available closure devices. 46 CFR 182.465(h)

Each portable fire extinguisher on a vessel must be of an approved type. Bracket for 01 fire extinguisher was broken. Replace with USCG approved bracket as referenced on each label. 46CFR 181.500(a)

Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. Retro reflective tape on life float was faded. Replace retro reflective tape. 46 CFR 176.808(b)

Vessel required to have one 24" ring lifebuoy fitted with 60' lifeline and floating water light attached with a corrosion resistant clip to allow quick disconnect. Ring lifebouy found cracked and faded. Provide serviceable ring lifebuoy onboard vessel and properly arranged. 46 CFR 180.70

The owner, managing operator, or a qualified servicing facility as applicable shall conduct inspections and test of portable, semi-portable, and fixed gas fire extinguishing systems. Vessel has not had Fireboys serviced within the last year. Vessel must provide servicing report and complete operational test of Fireboy ventilation shutdowns and engine override to the satisfaction of the attending marine inspector. 46 CFR 176.810(b)

The numbers of persons capacity must be marked or painted in clearly legible letters and numbers on each life float and buoyant apparatus. Life float is not clearly marked with the persons capacity. 46 CFR 185.604(e)

A space containing machinery powered by, or fuel tanks for, gasoline must have a ventilation system that complies with this section for enclosed space: vessel does not meet the requirements for start ignition interlock with exhaust blower motor, required supply and exhaust ventilation duct system and has inline exhaust blower within ventilation duct.
