The international load line certificate shall not be delivered to the ship until the officer or surveyor acting under the provisions of article 13 has certified that the marks are correctly and permanently indicated on the ship's sides. PSCO observed a loadline, conspicuously marked in contrasting color, that was not present on the certificate presented to inspectors. There were two loadlines with only one on certificate, both in use. ILLC Annex I Regulation 9.
