The condition of the ship and its equipment shall be maintained after survey to conform with the provisions of the present regulations to ensure the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. PSCO observed a fuel oil service line from the fuel oil transfer pump leaking from a manifold connection and being collected into a five gallon bucket. This constitutes a fire hazard.
