Each watertight bulkhead must be of sufficient strength to be capable of remaining watertight with a head of water to the top of the bulkhead. Cable run on both PORT & STBD bulkheads separating engine room and fuel tank room have caulking slightly separated from penetration run. Vessel must re-caulk cable runs to ensure watertight integrity.

Starting motors, generators, and any spark producing device must be mounted as high above the bilges as practical. STBD engine mount has crack in one of the supports, vessel must repair crack to ensure structural integrity of engine mount.

Employers must ensure that they and their crew-members meet the requirements of 46 Code of Federal Regulations Part 16. Company was unable to satisfactory complete a Chemical Testing program Compliance Audit. The audit showed the following: The company does not have a Designated Employee Representative, has not demonstrated a general understanding of the program, cannot produce evidence that preemployment testing had been conducted for all employees that occupy a safety sensitive position, have not made arrangements for post casualty testing nor testing for reasonable cause, cannot produce a list of employees covered under consortium, and cannot demonstrate that all crewmembers have been properly trained under the EAP. The DAPI Audit showed that the employer failed to check on the drug and alcohol testing record of employees it is intends to use to perform safety sensitive duties. 46CFR16.201(a) 49CFR40.25
