The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Due to heavy weather, the vessel was pushed aground in Lower Mississippi river. Certification issuing authority to attest to the proper operation of steering gear, propulsion machinery and associated equipment, and integrity of the hull in affected area and hull penetration on port side. code 02106 74 SOLAS (20) I/II (a) 60 (a)(c)

Resolution: Received, reviewed and accepted documentation from OWS technicians stating that they OWS is operational and they have no reason to believe it is operating outside of the 2.0 cubic meters per hour as the system is designed.

The company should ensure that the safety and environment protection policy is implemented and maintained at all levels of the organization, both ship-based and shore based. The environmental protection section of the vessel's safety management system (section 4.2.2.6) states the oil pollution supervisor must record necessary items in the ORB and receive verification by the Master. Reference is made to def 001, where the PSCO observed 04 entries in the ORB that exceeded the throughput capability of the system, yet were recorded by the 1st Engineer and verified by the C/E and the Master as accurate. Vessel required to conduct an internal safety audit and corrective action within 3 months.

Resolution: SEC NOLA PSC/Arrivals Branch received a proper documentation satisfying the requirement that an internal audit be conducted within 90 days and cleared 01 deficiency from SECTOR NEW ORLEANS Activity #7282585. 00 deficiencies remain outstanding.
