Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. MI observed leak on emergency fuel shutoff hand pump resulting in delay of activation of remote valves in engine room.

Emergency lighting must be provided for all internal crew working and living areas. Emergency lighting sources must provide for sufficient illumination under emergency conditions to facilitate egress from each space and must be either:(1) Automatic, battery-operated with a duration of no less than 2 hours... MI observed non functioning emergency lighting in the passageway and ladderwell outside the crew berthing rooms.

Closure devices must be provided for deckhouse or hull penetrations, which open to the exterior of the vessel and which may allow water to enter the vessel. These devices must be suitable for the expected route. MI observed numerous dogs on doors that were seized or otherwise difficult to operate.

Vessel must have day shapes and navigational lights IAW COLREGS or 33 CFR Part 84. No day shapes are onboard and there are no lights provided for Not Under Command or Restricted in Ability to Maneuver. Vessel has submitted a request for special consideration, however until Coast Guard District 8 provides final resolution, no determination can be made and the vessel may operate.
